Increasing executive power to the detriment of the legislative and judicial is a
global and Namibian trend, especially during the previous decade that escalated
since Covid 19. There are enormous challenges such as the overlapping of the
executive and legislative accountability, Namibian Constitution, 1990 (Article 35 and
48). Describe in detail the context as to why the separation of powers is not being
realised in Namibia. Provide factual evidence since Independence and refer to
studies executed by scholars globally and in Namibia. Provide evidence of how the
presidential powers have increased since Independence and intervened at central,
regional and local level. Propose what can be done to enable greater separation of
powers.
