Question 3
Read the following passage and answer the following questions. Stepmore Settlement is a rural node
in South Africa. It is not an optimal location for a settlement due to inaccessibility, cost of providing
services and lack of significant economic opportunities. It is physically separated from the nearby
towns by rugged mountains and rivers, rendering it inaccessible to many services providers. In
addition, these conditions made it difficult to get basic services and goods to the inhabitant of this
settlement. The most developmental problems of this settlement were the lack of economic bases
and isolation, including a lack of JCT. If no interventions are taken, the settlement is at risk of
deteriorating in the future in terms of the level of services, environmental management, and the
welfare of the residents. Therefore, the settlement development plan should address the two
scenarios, namely:
1. Some residents (mostly the youth) are likely to move to other areas and towns for better
opportunities and services.
2. Some residents may opt to remain in the settlement due to historical roots and investment in
houses/plots.
