QUESTION 1
(50 Marks)
The Municipality of Otjiwarongo runs a mixed-based business incubator. The incubator has
very limited physical space available and a none-functional pool of experts. The new budget
comes with substantial funding allocation towards business incubation and you are required
to redesign this incubator programme in order to make it more relevant and of value to its
client.
Additionally, the Municipality Council requires that the Informal Economy, Start-ups and
Entrepreneurship Development Policy's key objectives be expressed within your proposal.

a) In light of the Isenberg Entrepreneurship Ecosystem Model, discuss the challenges in
building entrepreneurship ecosystems in the rural areas. {18 marks)
