Public policy making is a cumbersome process with several participants, inside and
outside of government. For it to be successful, the participation of these participants is
essential. With reference to your country, discuss the contribution made by the

The Namibia Agriculture Policy was launched in 2015 with the vision "to attain a
conducive environment for sustainable agricultural production, marketing and agro-
industry development in Namibia". Bearing this in mind, analyse the environmental
factors that might impact on the implementation of this policy.

public policy in Namibia.

Policy implementation entails transforming policy commitments or objectives into
practice to resolve the identified problem. Answer the following questions regarding
policy implementation:

implementation happens. With relevant examples, discuss these assumptions.

Policy evaluation provides insight on the impact the policy had on the affected
community. Though, this is the case, the process is constrained by several challenges.
Assume you are the director of the Directorate of Labour Market Services in the Ministry
of Labour, Industrial Relations and Employment Creation and are required to evaluate
the National Employment Policy. Analyse any five challenges you are likely to encounter
in evaluating this policy.
