unlawful act. What are the four model codes (Mens Rea or Criminal intent) that
determine a crime?
3.2. Name the three forms which constitute a guilty act, as per the Criminal Procedure Act (3)
of 1977.
3.3. Section 30 of the Criminal Procedure Act of 1977, provides directives on the disposal of (3)
articles after it has been seized. Listthree (3) ways how such articles can be disposed

4.1. Listsix {6) functions, powers and duties of a Nature Conservation Officer as enshrined (6)
in Section 81 (1) of the Nature Conservation Ordinance 4 of 1975.
4.2. Section 21 of the Nature Conservation Ordinance, empowers a Nature Conservation (4)
Officer to kill any animals trespassing in National parks. Name four (4) animals that are
referred to in this section and the conditions attached.
4.3. Mr Hans Slinger was found contravening Section 26 of the Nature Conservation (14)
Ordinance 4 of 1975 (Prohibition of hunting Specially Protected Game) in Khaudum
National Park and you are tasked to investigate this allegation.
4.3.1 As an investigating officer name four (4) aspects, you have to prove in (4)
this investigation.
4.2.2 Name six {6} pieces of evidence that need to accompany Mr. Slinger's (6)

5.1. With an increase in human population and a high demand for land, humans and wildlife (6)
are increasingly interacting and competing for resources, thus leading to Human-wildlife
conflict. Outline six ways in which wildlife is creating conflict with human beings.
5.2. The Human-Wildlife Conflict Management Scheme is one of the key strategies of the (5)
human-wildlife policy aimed at mitigating conflict between humans and wildlife,
offsetting community members that have been affected by wildlife. Detail four (5)
conditions under which payment for livestock/crop shall be considered.

6.1. The Nature Conservation Amendment Act of 1996, gives tenure rights over renewable (3)
resources to community members that have formed Conservancies, subject to
sustainable utilisation and the details of sectoral policy. List three {3} of the renewable
resources that communal conservancies have tenure rights on.
6.2. Using the Legal Framework of Namibia, explain the role CBNRM plays towards (5)
biodiversity conservation and rural poverty eradication.

7.1. The Controlled Wildlife Product and Trade Act 9 of 2008, has categorised wildlife species (4)
into three distinct categories (Appendix 1; 2 & 3) in compliance with CITES.Explain the
criteria used to justify the placement of wildlife species in those categories and provide
an example of a species listed in each Appendix.
7.2. List three conditions under which CITEScan grant an import permit, to member states, (3)
for species listed under Appendix 1.

8.1. In 2007, the Government of Namibia commissioned the Environmental Management (3)
Act 7 of 2007. The main objective of the Act is to prevent and mitigate, the significant
