Fortaleza village has severe socio-economic conditions, poorly developed infrastructure and
unreliable services. The village has about three thousand people, mainly youth, keen to engage in
economic activities and improve the village situation.

essential.

Integrated Regional Land Use Plan (IRLUP) is an example of spatial planning. IRLUPsare significant in
regional planning and development.
(a) Briefly describe the aims of conducting constituency workshops during the preparation
of the Integrated Regional Land Use Plan (IRLUP).

(b) River X in Zambezi region is approximately 5km in length. Over the years, it has become born of
contention between several land use activities competing for it, notably, tourism versus fishing.
This river has been a source of livelihood for the indigenous community (for fishing and drinking
water purposes). However, some old and new lodge owners (for tourism purposes) restrict the
community from accessing the river for fishing and fetching water. An urgent amicable solution
is required to avoid a catastrophic event. A solution to this situation must benefit both the
community and tourism. How will you remedy this situation from a spatial planning
perspective? Support your discussion with a self-explanatory diagram (a sketch of the river
depicting the interventions (5 marks for explanation and further 5 marks for the diagram) (10)
