Question 1
Citizens are informal actors and participate directly or indirectly in the policy making
process. With regards to Arnstein's ladder of citizen participation, dis,;uss with
motivation, any five forms of citizen participation applicable in your country during the
policy-making process.

From the governance perspective, public policy emanates from different sources and
happens at different levels of government. With reference to your country and based on
what you have learned, answer the following questions:
a) Discuss the )€vels of public policies.

Public policy implementation deals with actions aimed at achieving set policy objectives.
However, for implementation to be successful, it is vital to consider the use of what is
referred to as the SC protocol. With reference to your country's policies, critically assess
SC protocol.

The Namibian Social Protection Policy was adopted in 2019 with the main aim of
providing social protection to the poor and vulnerable people. With relevant examples,
analyse factors that can influence the implementation of this policy.

discuss. With reference to any country of your choice, answer the following questions:
