ANSWER ALL QUESTIONS
Question 1
The failures of development in some parts of Africa are largely attributed to the lack of
democratic principles in its holistic meaning. Regional and local governments in Namibia have
been accused of lack and/or very limited democracy, which has hindered development
prospects for the respective communities. Analyse the relationship between democracy and
development at regional/local government levels in Namibia.

Question 2
The Regional Council Act No. 22 of 1992 as a legislative framework outlines certain
requirements for one to qualify as a member of the regional council. Review the importance
of the requirements in the operations of your respective regional council.

The value of the electoral process, at regional and local government levels cannot be over-
emphasised . The Electoral Commission of Namibia (ECN) is a public agency tasked with
electoral duties, as part of ensuring that Namibia's electoral processes adhere to international
standards for conducting democratic elections. Analyse the role of the ECN in ensuring that
regional and local authority elections contribute to democracy and development.
