Question 1
Local economic development is an economic strategy adopted by Local Authorities all
over Africa as part of addressing the socio-economic challenges of local people but at
the same time upholding the image of local authorities. Explain how local economic
development positively transforms the image of your local authority.

The African Public Service Charter provides important values governing the relations
between the public service and the recipient of such services. This essentially implies
a greater understanding on the relationship and communication between Regional and
Local Authority, and their respective users. Amongst the key principles governing the
African Public Service Charter are continuity and legality. What relevance do these two
values have towards effective service delivery?

Regional and Local Authorities are commonly referred to as representative
organisations. The notion of representation implies that these organisations will
actively and consistently promote and enhance the well-being of all people within their
respective areas. This is in line with the principle of professional ethics. Recently some
representative organisations are accused of discriminatory practices in the delivery of
public services. Provide a substantiated opinion on this scenario.

towards the development of regions. This relationship must be based on cooperation.
