The Sustainable Development Goal No. 11 (SDG.11) calls on nation states to "Make cities and
human settlements inclusive, safe, resilient and sustainable". A Local Authority has appointed you
as a young urban planner to integrate SDG. 11 into an urban policy.
Formulate the main policy directives based on SDG. 11 that you would integrate into the
urban policy.

Question 2
Urban Planning and Environmental Management are intrinsically intertwined. However, there are
a few urban planners that do not understand the value of environmental managem ent.
Prepare a memorandum to the Namibia Institute of Town and Regional Planners advising its
members on the principles of environmenta l management as contained in the Environmenta l
Management Act.

Windhoek is faced by the risk of extreme heat, water shortages and flash floods because of
climate change. The city thus could adopt the Green Infrastructure pl anning approach to guide
mitigation and adaptation measures.
{a) What do you as an urban planner have to do to bring about an urban forest in
Windhoek?

The impacts of sea level rise could have catastrophic effects on the Walvis Bay built environment,
as it could cause extreme damage or destruction of property, and it could also lead to the loss of
human life.
It is therefore fundamental that Walvis Bay Municipality must adopt a comprehensive policy or
regulations that could address the implications of sea level rise.
(b) Advise the Walvis Bay Municipality on t he most appropriate soft engineering approaches it
could adopt to the address the challenges brought about by sea level rise.

Climate change is one of the most pressing issues of our time, threatening ecosystems, economies,
and communities worldwide. At the same time, humankind is on the precipice of a big data
revolution, ushered in by Al technology.
Big data refers to the vast volumes of data generated from various sources at high velocity and
with great variety. It encompasses everything from satellite imagery and sensor data to social
media activity and weather forecasts. Analysing and interpreting this data is crucial for
understanding and addressing climate change.
(a) Point out how the 'Digital Divide' concept may hamper the City of Windhoek's quest to
become a smart city.

A form-based code is a land development regulation that uses physical form and building design as
its organizing principle, prioritizing how a building relates to the street and public realm over a
strict separation of land uses.
(a) Provide an advisory note to the City of Windhoek that would convince the entity to adopt a
Form Based Code to guide development w ithin the Central Business District of Windhoek. (5)
The Transect arranges in useful order the elements of urbanism by classifying them from rural to
urban. Every urban element finds a place within its continuum.
