QUESTION 1
Based on empirical evidence associated with Public Systems and policies in Finland,
Estonia, Singapore, and South Koria, discuss how these systems are output,
outcome and performance based in contrast to some Namibian systems that you
need to identify. Synthesise critical drivers for transforming public sector systems
and institutions in general so that the government is as small as possible, economic
growth and investment are top priorities, and the private' sector thrives.

QUESTION 2
Increasing executive power to the detriment of citizens is a global, African,
European Union and Namibian trend, especially during the previous decade that
escalated during Covid 19 with lockdowns, the Namibian Government that signed
the World Health Organisation's PACT of the Future, "and the World Economic
Forum and United Nations with its 'unsustainable objectives' contained in Agenda
21. Provide empirical evidence of how these events and powers in BOLD have, and
increasing will impact on Namibian citizens.
