QUESTION 1
You are conversant with governance principles of accountability, transparency, and
liability. The application of these principles should be based on output, outcome,
and performance criteria/measures such as quality, empirical evidence, and merit
that do not allow for discrimination and/or undue preference in terms of race,
culture and ethnic orientation.
Analyse the application of any two Namibian policies of your choice based on these
terms and phrases stated above in Bold.

QUESTION 2
Since 2014, policies and government institutions (Offices/Ministries/Agencies) of the
Namibia are increasingly illustrating empirical evidence of increasing government
control at the expense of individual freedom, declining economic growth,
decreasing investment and increasing government debt as a percentage of GDP.
Discernment exists about the said mentioned and the nexus thereof with
overarching trend of creeping socialism. It is evident that a small percentage of the
population, the political connected are abusing state machinery for ideological and
personal beneficiation to the disadvantage of the 53% unemployed (broad
definition), the vulnerable and other citizens that contribute to declining disposable
household income, and an increase in distrust in government institutions
(Afrobarometer Surveys June, July and August 2024).
You are an independent special advisor specialising in free markets and free speech.
Since you are familiar with these trends in Bold as stated above in socialistic
countries of the world, comment critically on these trends and provide reasons why
it has never been sustainable in the world, based on empirical evidence that is valid
and reliable.
