QUESTION 1
In some Regional Councils and Local Authorities there is often friction between Council and the
Chief Regional Officer and most of the time it affects service delivery. Discuss briefly the role of
the Council and the CEO, and the benefit of working together as elected and appointed
officials.

For years, the concepts of State and Government have often been termed as though they
mean the same thing. Often, government was referred to as the State and vice versa. Outline
and discuss the significant differences between the 'State' and the 'Government'.

The decentralisation process is defined as an opportunity for central government to share
decision making powers with regional and local governments. Define the concept
'decentralisation' and discuss advantages and disadvantages.

The main argument of the centralist theory is that every state should have a central
government with ultimate supreme power. However, this supreme power of central
government should not be practiced to the total exclusion of regional and local governments.
Based on these statements, name and discuss the four centralist theories. Use appropriate
