Question 1
The Namibian President, Dr. Hage Geingob, declared a state of emergency due to drought in all the
14 regions of the country on 6'" May 2019. Identify the origin and category of the hazard the
drought fall. In addition, discuss what the country can learn from this drought disaster.

Question 2
Climate change is a global concern and its effects are especially severe in developing countries due
to their vulnerability. Namibia like any other country is affected by climate change with subsistence
farmers mostly affected due to the nature of their livelihoods. With reference to Namibia, discuss
measures to address climate change and evaluate what the country has done in addressing climate
change.

Question 3
Asa member state to the United Nations, Namibia is also a signatory to the Sendai Framework for
Disaster Risk Reduction (2015-2030). The Sendai Framework has 4 priorities. These priorities require
both the efforts of both national governments and the international community to be achieved.
Identify the four priorities for action for the Sendai Framework and discuss what Namibia as a
country needs to do in order to achieve them.

Question 4
The Namibian Disaster Risk Management Act of 2012 made provision for the establishment of the
National Disaster Risk Management Committee. Discuss any five functions of the National Disaster
Risk Management Committee and evaluate whether these functions are being performed. [25]
Question 5
Cyclone Idaiis described as the worst ever weather-related disaster to hit the southern hemisphere
which left more than 200 people dead in Mozambique, 56 in Malawi and 98 in Zimbabwe. It is
estimated that 2.6 million people are affected and hundred thousand left homeless by the cyclone.
Based on the above, answer the following questions:
a) What is the difference between a hazard and a disaster?

b) With reference to what happened in these countries, discuss the link between disaster
and development.
