The government has received N$ 1,500 000 from an international organization to implement
at least two projects geared toward socio-economic upliftment/ physical infrastructure in
Simsumeka Village. Five projects have been proposed: Housing, Hotel, Water, Sanitation and
Road. However, the community could not reach a consensus on the two projects to be
implemented, nor could they agree on the exact location of the projects. Similarly, they were
unsure of the individuals who must benefit from the projects. The projects to be selected
must only target the marginalized and needy members of the community. However, the
execution of the selected projects must be done systematically and informed by the
appropriate rural development tools. Based on the above scenario, answer the following
questions:
(a) Which tool will you use to ensure that the marginalized and destitute are the
only beneficiaries of the selected projects?
