QUESTION 1
One function of good governance in the public sector is to ensure that entities always act in
the public interest. Public Accountability, Transparency, Democracy, Public Participation and
Fairness are important values/tenets of good governance. By making use of practical
examples, explain in detail how each of these values may enhance good governance within
the ambit of Namibian regional and local governance.

Principles and values are critical to providing sub-national government with a common moral
framework regarding the way services will be provided, specifically the standards to be
applied. Outline and discuss the principles and, and critically analyse institutional challenges
that may undermine the promotion of such principles and values within sub-national
government. Your discussion should be supported by practical examples.

they deliver. Identify and discuss the revenue sources of regional councils and local
authorities in Namibia.

programme. This trend relates to a growing interest in the role of civil society and the private
sector as partners to governments in seeking new ways of service delivery. Identify and
evaluate the notable forms of decentralisation in broad detail. Make use of practical examples
to illustrate your argument.
